It's a rating board term that allows for splitting hairs. In the past it's been like this:
-Character is implied or shown to be having sex with someone who is not part of the main, secondary or tertiary cast - Sexual situations
-Character is implied or shown to be having sex with someone who is part of the three things above - Sexual relationship
-Either of the previous ones, but the sex is focused on in some nebulous way that isn't going to be fully explained by the ratings board - Intense sexual relationship

I remember that thread. God, it was so extra, as the kids say.
