He was reportedly delighted when the protestors breached the Capitol and held back --even denied -- the national guard for hours.
It was a premedicated crime. He knew that if he got people angry enough, led them there, and opened the opportunity, they would do what he wanted.
The Chicago 7 were charged with incitement to riot. They never told anyone "go riot". That isn't the argument. Shouting "fire" in a crowded theater isn't an instruction for everyone to trample each other and panic but that's still the expected outcome when you say that.
