I'd recommend a static site generator and Amazon S3.

It's technically not free, but for a personal webpage it'll be so cheap it's essentially negligible. 2.3 cents per GB per month of storage, 0.4 cents per 10 000 web requests, and 9 cents per GB of data transfer. You get 5 GB of storage, 20 000 web requests, and 15 GB of data transfer for free each month for one year.
