They care about Xbox but expanded to PC because didn't make enough money on consoles, couldn't compete against Sony and Nintendo, so an extra platform gave them extra moneys. In addition to that, it's their Windows platform. Source: I am from South America. I know the añmost monopolistic brand power that Sony has here thanks to the piracy ridden ps1 and ps2 generations. Most milennials just kept buying Sony consoles because it's the thing to do. MS and Nintendo consoles are almost alien devices here.
For this reason Sony has to do jack shit in Latin America to thrive.

People want to play with friends (i.e. you get the same box as your friends = large barrier to entry) and they want to play the big triple AAA titles. Big triple AAA titles have as a rule not been on GP and Sony is one of the best in the business to make the exclusive big triple AAA hitters (and MS is still miles behind here).

Here in Spain it's easy to find Series S stock in every online shop. Series X, like both PS5 skus, always remain sold out and when there are new units available they quickly get sold out. Looking at the sales, new stock batches must be pretty small.
Spain always has been Sonyland, Sony dominated here since the PS1 days. Here even PS Vita and 599€ PS3 at launch sold well. Out of all the Xboxes, only 360 performed decently during its first years (PS3 being released around 2 years later, some cool exclusives in Xbox side, better multiplatform game performance, better online, etc) but still way behind PS3.
Nintendo performed well here, too. But even when Switch has been on top dominated less than in other places, typically Spain is probably the most sonyer country in the world.

Living in South America or not, your "I know the almost monopolistic brand power has here..." statement isn't actually the case except for Argentina. Xbox outsells PS throughout most of central and South America.
The poor customer service, poor online, and lack of PS Now is largely a reflection of that. The price difference was due to countries in South America requiring companies to have manufacturing facilities located there. If they didn't, there was a massive import tax placed on their items. MS played ball, and had some manufacturing there, but for whatever reason Sony refused to budge. That caused the price differences between the two, and promoted the gray market. Sony eventually played ball on the manufacturing requirement though.
Mexico loves Xbox for sure though. Tons of Gears fans there.

Remember Microsoft target is the 2 billion players (or was it 4?) not the couple hundreds million Sony and Nintendo scraping for.
