We thought inFAMOUS 2 would be better if it didn’t end—if you never ran out of missions and mini-missions to play and things to do. So… we spent the last two years adding a User-Generated Content feature to the game. With User-Generated Content, inFAMOUS 2 players can build new missions, then share them with the world. I think you’ll all quickly discover that while building missions is a lot of fun, seeing people play and enjoy those missions is even better!

There really aren’t a lot of limits to the sorts of missions you can build. Sure, you can build the sort of missions that will ship on the inFAMOUS 2 disk. Mission creators have access to the same set of characters, creatures and props—so if you want to set a pack of Hive Lords rumbling after Cole through the streets of New Marais, you can do it. If you want to have Cole and Zeke face off against Nix and Kuo, you can do it.

If you want to bend the rules of inFAMOUS 2 to create new kinds of missions, you can do that too. Wish I2 had pure stealth missions? No problem, you can create stealth missions. Looking for more of a challenge? Try taking away some of Cole’s powers—see how the player does facing a platoon of Militia wielding only his Amp. Or add an old-school platforming challenge, or a race, or… I could go on all day.

It’s pretty easy to do missions that are more like mini-games, too. Skeet shooting? No problem. Disc golf? Assuming you’re happy tossing around cars instead of Frisbees, sure. How about a mission where Zeke just tells you bad jokes until you shoot him? Um, yeah, you can do that, too.
http://blog.us.playstation.com/2011/03/01/infamous-2-user-created-missions-give-infinite-possibilities-limited-beta-in-april/

The city of New Marais will be seamlessly populated with both officially developed missions and user-created missions, allowing you to continue experiencing fresh content even after you’ve completed the primary campaign. Unique colors will differentiate official and unofficial content, and filters will let you choose the type of games you want to play by genre, ranking, and so on.

Those interested in developing their own missions will have the ability to draw from the same pool of assets and behaviors used by Sucker Punch. Aspiring designers have the option of creating a missions from scratch or remixing an existing level by dragging and dropping items and determining the behaviors of NPCs.
In order to ensure a smooth release, a public beta is slated for early April. Details on how to participate will be provided March 14. The best missions from this beta will be chosen as Sucker Punch Featured Content and populate to the world when the game ships.
We’ve put four short missions through their paces to see what Infamous 2’s user-generated content has to offer. The first mission – Save The Cathedral – tasked Cole with escorting a group of allies through a slew of hostiles in order to disarm a bomb. The second mission felt similar to a tower defense game, with Cole perched on a bridge attempting to halt waves of enemies before they could break through defenses below. The third mission harkened to a shooting gallery, with Cole picking up explosive barrels and tossing them at foes positioned throughout the environment. The last of the missions featured a race against time through a series of rings.

All of the missions were designed to showcase the newly announced feature in a short span of time, so none of them clocked in at more than two minutes. That being said, Sucker Punch representatives made clear that missions can be as long or as short as the designer desires, the only real consideration being to ensure the attention of the player is maintained in order to nab a high ranking.

There also appears to be some sort of XP system that stems from playing user-generated missions, but Sony wasn’t able to comment on specifics or how it would feed back into the core game.
http://www.gameinformer.com/games/infamous_2/b/ps3/archive/2011/03/01/user-generated-missions-infiltrate-infamous-2.aspx

Today at GDC, Sony unveiled a brand new system in the sequel that allows players to place enemies, objects and more to create your very own challenges that pop up in New Marais. You can come up with stories, limit it to races, and even assign XP to completing a quest. A trailer listed a variety of missions (Defense, Escort, Search and Destroy, Survival, Shooting Gallery, Platforming, and Obstacle Course), but Sucker Punch said that the possibilities are endless and users can create whatever they want.

Once the creation is whipped up and uploaded, it's shared with the world. Players can select the criteria they want in their game -- say, the best shooter missions or the newest puzzle missions -- and those events auto-populate that the map. From there, players just walk up to the green cone of light, scope the vital info, and start the event. If a player hasn't cleared a story mission and a created mission uses an enemy or something from it, the player won't be able to access that created mission until he or she has unlocked that part of the story.
Like most user-created content these days, the creations are rated by the player when beat. This influences how many people see the creations. The "Famous" ranking means people are playing and enjoying your content -- your stuff will appear in other people's games if they're filtering for criteria your content contains. The "Sucker Punch Featured Content" means so many people like your stuff that the developer of the actual game is recommending people play it -- these will be the first created missions you see when you turn the game on.

This is so cool. Can dialog and/or narrative be put in? Can people make their own entire short games?

Or just singular mission stuff?

Either way, very cool.

Very interesting. It'll live or die with the quality of the community support, but it could definitely add a lot of value and longevity to the game. Infamous 1 after the end felt dull and barren, especially once you've finished the side missions and all the enemies are gone. Good stuff, I appreciate the whole Create concept that Sony has been pushing this gen.

They really took those complaints to heart about the first inFAMOUS. There was absolutely nothing to do once you did all the side missions and story missions, this solves that problem.

I wonder if along with the storyline restricitons, if there'll be some sort of alignment restrictions, if people design a mission specifically for a power that's only along one path?

I wonder what extent they'll limit that if at all.. I can already see the 30 second levels that give you the maximum experience experience possible so people could farm XP. No doubt they'd be at the top of the rankings too. Though I guess if people want to play the game like that, it doesn't really hurt anyone else.

A really brilliant idea. I wish I could populate older open-world superhero games with new missions, instead of just restarting the game from scratch or doing "random" missions over and over again.

It sounds intriguing but I do want to see a video or get my hands on it to see it. I beat the game and maxed out my level and wanted more but there was simply nothing left to do so hopefully this solves that problem. I just hope they don't censor the user created levels and make it so that the cream floats to the top and the crap drops to the bottom by a rating system or something.

Yeah, it was also hard to get a lot of the challenges for the trophies once the game was beat as there basically wasn't any bad guys around to get your combos.

From the sounds of the IGN preview...

These creations can be as serious or as silly as you want. For me, that means I'm going to break out the keyboard and work on some Trish/Cole fan fiction.
...yes, but that's not expressly confirmed by the developer.

Now this how you extend the lifespan of your game, not half-assed multiplayer modes. Pretty impressive that SP kept it under wraps for two years.

Rockstar should use this idea for GTA5, it will really need it. Saints Row should have it in it too, because it would be cool to have on top of th 300 other missions.

No spoilers in that video.

I can't wait for survival missions. People are going to kill Zeke for sure with escort mission.
Thanks! Being on a media blackout sucks.

I hope they have rankings on the accept icon in the world or a filter system so say something like anything under 4/5 stars or whatever just doesn't show up in your game.

I'm on media black out too but watching that video got me pumped again for the game.

Infinite (almost) replay value.

If devs combined this with a seasonal weather system, I'd come back to those games year round.

You didn't really need to XP farm in the first game, so I don't see it being too big of a problem.

But it certainly looks very interesting.

People are right about Co-op though. Survival mission looks like it will benefit greatly with another Cole by your side.
Now you made me sad, all these mission look like they would benefit greatly with someone else

Was never really interested in this game, didn't like the first one, but this one is seeming a lot better, especially in terms of content. The first one was very barren and boring to me.

WAAAAAAAANT. Oh man, I loved the first, so I was already onboard, but this, plus the delicious new graphics: cannot wait. Too bad my second child is due the very next week! Babies ruin everything.

This is what I never knew I wanted. I hated that there's nothing to do in inFamous once you've completed the campaign.

This could be awesome, hope this gets more people to buy the game. I also hope this proves to be a positive way to combat used sales. To be clear, I have no issues with people who buy or sell used games, but I hope this lowers the % of people that sell the game so more devs might put this kind of thing into their game, instead of the lame methods most are currently using.

Oh wow, this is much better than adding MP. Was considering passing on the game but this is sounding better and better.

isn't this one game that they are spending millions on advertising. hopefully it works out in the end for them.
