Jaffe always said that he wanted to set up an independent studio (which, if I had to guess, I would characterize it as a Clover-type deal) and said that he wants to continue developing small games for Sony.

Sony already signed up for a few games. Not that funding a small downloadable title is hard in comparison to console retail games.
