This is almost certainly just a trademark defense. I happen to know someone else filed for the turbografx trademark earlier in the year after Kanye's tweet, and this is likely just to retain ownership of the name since Konami owns Hudson and can make the claim. I'd be surprised if it meant anything more.

Hudson and NEC presumably co-owned PCE/TG16 as the platform was a joint venture, with both operating as 1st party publishers. Konami owns Hdson and all their IP so they should hold any if Hudson's rights to Turbografx.
