XBOX MAUs go beyond just thr Series and Playstation MAUs go beyond Playstation 5. Like for example I'm sure Sony can use The Shows install base on Xbox for their Playstation MAUs as crazy as that sounds.
Pretty sure it couldn't because is not even published by Sony, even less Playstation, but I think that instead the players of Minecraft on Playstation and Switch can certainly count in the XBox MAUs

Is it possible that one number is users, the other is units? So 120 million users across all consoles and PC but 55 million active Xbox consoles?

PlayStation reports their MAUs to be around 100 to 110 million, depending on the quarter

so Microsoft are saying Xbox has less than 50-55 million MAUs

Microsoft’s “we should be able to buy A-B because we suck so bad compared to Sony” is a pretty hilarious strategy, really.

Sony's "it can't be sold because we need to continue profiting from another company's products and use regulators to maintain our lead position" is much more hilarious if you aren't a fanboy either way.

Xbox is a brand that includes PC now as of many years ago.
I would hardly think that they would have to show PC plus console as MAUs when presenting to CMA. They likely would try to make the comparison to PS (who is only in the console space) so direct Xbox Consoles vs PS
 
Wonder if ms exec keep shitting their pants everytime their lawyers say they need to disclose something to whatever governing body that needs to be appeased.

Makes to have a console MAU 2:1 sense since the console sales difference for the two currently active console generations is also slightly above 2:1

Are they lying to us or the CMA?

If they would want to be transparent they'd share the XBL MAU for all platforms (the number they typically share) plus also specify how many of them were active in console (the number shared by CMA), how many of them were active on PC and on mobile.

The MAU data shared by MS in the reports like the one you linked is XBL MAU from consoles+PC+mobile.
The MAU data shared by the CMA is XBL MAU from consoles only.

MS doesn't lie with the numbers on their financial reports, they only carefully choose which ones they show, and show some of them in a way that makes them look in the best possible way.
