Apparently it's by a "Moon Scars Studios" going by some seemingly defunct twitter account.

Someone here knows more about this, I know it

At first glance it looked nice, but then I saw the UI made completely unreadable by chromatic aberration. If they tone that down it could look really nice, hopefully it plays good as well
