Read the interview again. The original shadow system shown at E3 was replaced with a totally different system -- the algorithms it uses are completely different, and it is focused only on characters. The old system is not part of the game any more, so there's nothing there to "enable."

And there's no way we're going to go back and reduce clutter content. In the first place, it'd take months of effort, because the game is so huge. In the second place, there's nothing stopping players from piling up tons of clutter on their own so you'd still face the same problems.

Parallax mapping has not been reduced. The game was not delayed so that we could remove dynamic shadows for objects. Don't believe all the FUD that you read.
