Here in the US, for a lot of ISPs, you ether get your own and set it up, or pay $5-$10 a month forever to have the ISP set it up. He means the adapter that lets you plug an ethernet cable into the Wii, not the PC USB dongle. In which case... b) There are (quite possibly) hardware issues as well.
I'm not ready to rule out the possibility that individual games could have WPA support, as I get the impression that the entire wifi net code is encoded in each game binary, as opposed to being part of "the system".

While I don't need it and in the end could really care less, I'm just surprised Nintendo would brand something that doesn't seem to complement the design of the Wii.

Most of the internet is nothing more than a bunch of interconnected routers and a handful of PCs/Servers.
