Because Viper has no comeback factor herself? Also I'd imagine most characters have a "comeback factor" when they hit and ultra and powerful command grab/combo. Vance's 720s against Tatsu were so much worst.

I'd assume that's why Juicebox was doing quite a few neutral jumps. Though I find the Viper match one of the most fun matches to play as Abel and pretty balanced.
