Games are pitched to publishers. Games aren't conceived of as exclusives, the platforms are determined by the publisher. Epic didn't decided to make a new game bringing elements of KillSwitch and RE4 for the 360, they just decided to make the game, and when MS picked it up, the platform was decided.
All exclusives are denying the game to a larger audience, if the decision is made day one, or three years later.
EDIT: Except games developed by the first parties, of course.

I am saying that in the case of both 'second' and third party exclusives, the first party is paying for a game and limiting it's potential audience. It is not 'ethically' different at all.
I remember the interview saying it was a near final build when he did not like it. I'll respond when I am not on my phone.He played a rough build of the game and never made it past the first boss. Other gaffers have said the game was rough at the TGS when it was demoed. When the game was released Shu went back to it and felled in love with it making it one of his top favorite games. Other gamers have had the same reaction as him so you can't really blame him for his first impression.
