Sept 19 2019: Shu declares Sony has a "10 year vision" for Dreams.
Sony has high hopes for Dreams: "We have a 10 year vision for Dreams to keep growing with the community," he says. He goes on to discuss early access, which seems to be the first step on this journey. It's allowing creators to wrap their heads around the toolset, collaborate with each other to make cool things, and provide feedback to the development team.

Nov 7 2019: Shu steps down as president of Sony WWS, replaced by Helman Hulst.
Yoshida will leave his role at WWS to concentrate on our diverse community of independent developers, ensuring they have the tools, technology, and services to reach PlayStation’s large community of gamers successfully.

“I am thrilled to announce Shu Yoshida as head of this new initiative. Everybody knows just how passionate Shu is about independent games – they are lifeblood of the industry, making our content portfolio so special for our gamers. These wildly creative experiences deserve focus and a champion like Shu at PlayStation who will ensure the entire SIE organization works together to better engage with independent developers through a culture of supporting and celebrating their contributions to PlayStation platforms,” added Ryan.

Here's the theory:
Shu will use his experience and industry clout to champion and pitch Dreams to indie devs as a standalone tool for indie devs to create their games and VR experiences that can be sold directly to consumers through PSN.

Sony will take less commission from games that use the Dreams engine, if upon startup, the game displays a splash stating: "Powered by Dreams"
