I started Syberia 3 and just had to give up on the frustrating mechanics.
Syberia 1 and 2 are some of my favorite adventure games.
Can I start World Before without finishing 3?

It's 3rd best Syberia game imho. There is a demo on Steam (maybe on consoles too, idk), try to play it and see if you liked it.

Can I start World Before without finishing 3?

I suggest you to watch story recap of all previous games before playing TWB and instead of playing 3 - it's bad, don't bother.
