You have to kill someone with no witnesses, go to bed and when you awake a man will appear with an invite to the GAP Brotherhood.

Becoming a GAP member is completely random. Your best chance is to register your system and games with www.playstation.com.

according to the mods at PSU they have no idea when the beta forums are going up. I haven't seen anyone with special tags yet.

hm i did register my ps3 with playstation.com when i first got it, but i cant find where to register my ps3/ps2 games, maybe its because im at the dutch site, dunno if the netherlands have a chance of getting in GAP.
