Forza is the only reason I kept my 360 and after seeing that gameplay vid, I am not impressed with Forza 5.

Wow, MS upclocks CPU and gpu and the result is games must be downgraded. Forza was running on the actual box even at e3.

Just to play devil's advocate, it wasn't shown on retail hardware as it didn't exist at the time. So it was running on dev kits. Today we just found out that dev kits have the ability to overclock the CPU and GPU and enable the 2/14 CU disabled for redundancy in retail hardware, so the fact that it was shown on a dev kit doesn't mean it's exactly the same as retail hardware, the recent downgrade of Ryse should make that clear.
I'm not even saying it's particularly wrong if they did that. They might have been trying to show how the game would look once it was optimized and finished so they upped the hardware a little. Maybe right now it's running on the same spec as retail and when they're done it might go back to E3 level.
That's just one way it could have gone.

Second, developers cannot turn off/on CU's. Some of our internal engineers have been able to do that for testing purposes, but it's not something available to developers.
The Gamescom builds looked better than the E3 builds. The final game will look even better I'm told.

Don't the dev kits have 12gb ram as oppose to 8gb? Often dev kits do have more ram for added debugging and optimisation leeway and buffer. It would make no difference to the look of the final game mind, since the games would be running designed specifically for the amount of ram in the retail kits.

I had the same build as was on the floor in the Conference rooms, so I know it was the same, but I didn't see the issue described in the article.

Having dev kits have 50% more ram wouldn't really make much sense to me, wouldn't that make them have to downscale to retail?

Meh, taken with a grain of salt. Just wait for the reviews and final build to pass judgment. Probably badly calibrated monitor.
Can you tell us why haven't third party multiplatform games been shown running on the X1 yet? The only one so far I think was Fifa. The system is only 2 months away from launch and yet 99% of the multiplatform games haven't been shown running.
The downgrade must have happened between Pax and TGS.

I still wonder why Game Watch thinks the E3 build was different.

I have raw footage from the TGS (the now infamous Spa incident), and it's absolutely the exact same demo that we saw at Gamescom.

You know, I'm not sure. You'd have to ask the 3rd Parties. I was hoping to see more myself.
If I had to make a GUESS (please note the highlighted "guess" as the following statement is made by me personally and not as a representative of the Microsoft (R) corporation), and it's probably because everyone is busy trying to ship in two months. Taking time off to make playable demos may be too time consuming. You've got two new console launches on top of likely 4+ existing platforms.
or its just now for the first time being seen on actual Xbone hardware, and not a PC with a Titan in it...
Definitely a bug or something wrong with the camera. I have raw footage from the TGS and it doesn't have this issue at all.
