Sadly that is the best thing that anyone can say about any of the Ren & Stimpy licensed games. I am a huge Ren & Stimpy fan. I couldn't get enough of the original cartoon series when it originally aired. I use to collect all of the Marvel Ren & Stimpy comics. The Games Animation stuff wasn't as good as the Spumco stuff. I liked Adult Party Cartoon up to a point. But man, did they let John K go off the rails on that one. I Haven't even seen the 2024 reboot attempt.
I am pretty sure that I have played all of the 16-bit Ren & Stimpy games. The license back then was split between THQ and Sega of America. Not sure about PC.
The THQ stuff was average to 'sketchy' at best. THQ was the successor to the original non-Acclaim owned LJN. I do think THQ did improve their quality assurance practices from the LJN 8-bit days to the THQ 16-bit era, overall. But their games were still not the greatest. The SNES Ren & Stimpy games do have some pretty decent looking art and animation at times, but the games still left a lot to be desired. I can't really speak for Buckaroo's on the NES or the GameBoy R&S games. I have never played any of those.
Sega of America only produced Stimpy's Invention for the Genesis/ MD and Quest for the Shaven Yak for the GameGear (and Master System). While I don't think Stimpy's Invention was a 10/10, it generally is one of the best of the Ren & Stimpy games overall. Quest for the Shaven Yak is alright for a GameGear title.
It probably does come down to Sega of America owning the rights to the art/ code for those games. I would assume that THQ Nordic still owns the rights for the THQ Ren & Stimpy licensed games. They were probably easy to strike a deal with for this collection.
