CDPR made the statement to come across as doing the right thing, knowing that there is no agreement in place and is now backtracking stating that publisher rules apply. This is not rocket science or a mystery and CDPRs legal team knows full well what rules apply in their contract with Sony and Microsoft regardless of what they write on Twitter.

One user on Twitter posted screenshots of a conversation with Sony customer support in which they were refused a refund.

cdpr have no control over those stores refund policies.

They are essentially saying they are providing refund, subject to platform holder (Sony/Microsoft) permission and ruling since that's their platforms. On GOG/Steam, you can refund easier, often with no issue.

If someone's transferring you money and you didn't receive it because the bank is blocking your bank account from receiving money...there's nothing that someone can do.
