Urgently need some help/insight regarding my GTX 1070 speed/temps

So I recently ordered an EVGA GTX 1070 SC (8GB) to upgrade my aging R9 270X, but I've run into some concerning behavior with this card that has me on the verge of RMA'ing the damn thing. I've spoken with EVGA support, and they only recommended that I try a few things before just saying to RMA it. Since it will cost me money to ship/insure it and then probably a two-week wait time to receive a replacement that may or may not have the same issues, I thought I'd reach out to PC GAF before going through the with RMA.

So here's my situation. Please let me know if this is normal operating behavior or something that indicates a defect with my GPU.

I'm using Overwatch in these tests because it makes decent use of the GPU, and I'm monitoring temps and clock speeds with MSI Afterburner/Rivatuner's overlay.

My EVGA GTX 1070 SC has a base clock of around 1500 and a boost clock of around 1800, but it can boost even higher if the thermal and load headroom is there. Also, I'm using a 144hz monitor so for most games I'm running at higher framerates capped at 144fps.

So, during gameplay or even in the menus where it is rendering a character and background at 144fps, my GTX 1070 jumps up to the low 80's within seconds and begins to his the 83C temp limit. At that point it begins to fluctate between the boost clock speed and the base clock of 1500 quite frequently. Also, the fans on the default curve kick up to around 75% in order to keep it in the low 80's. At this speed the GPU seems very loud to me, but maybe I'm just not used to it having come from a far inferior card before. That being said, most reviews for the GTX 1070 SC say that under full load it usually tops out in the 70's with the fan remaining relatively quiet. That's far from the case in my experience.

Basically once my GPU hits a load of 50% or more is when it jumps right up into the 80's almost instantly. At lower loads it remains cool in the low 60's. For comparison, even at 99% load my old R9 270X stays cool at 70 degrees with only 26% fan speed. This is at 90fps in Overwatch.

What do I do?! It never downclocks below the base clock (1500) during gaming, but since it so frequently dips down what's the point of having this factory overclocked GPU?

Here are all of the things I've tried to isolate the issue:

  • Removing the side panel of my case to see if airflow was an issue
  • Doing a total wipe and clean reinstallation of all my GPU drivers
  • Trying Adaptive vs Optimal power profiles in the GeForce settings
  • Reseating the heatsink/cooler on the GPU, and reseating the GPU into the motherboard
It's also important to note that I live in FL and the ambient temps in my computer room are usually in the high 70's Fahrenheit. My case temps seem to be okay otherwise, however, as my overclocked CPU stays very cool even under load.

Any insight into this matter would be GREATLY appreciated. I have it packed up and ready to ship back to EVGA right now, but if what I'm seeing is within the realm of normal operation I don't want to do an RMA for no reason.

I cannot promise it would impact much, but have you considered using msi afterburner to manually change speed of fans?

Oh, yes, I forgot to mention that. I've tried using more aggressive fan curves, but nothing changes. It always ramps right up to the low 80's and hits the thermal target of 83C within seconds of encountering any kind of load above 50%.

Did you adjust fan curves at all? I can't recall how Afterburner handles the latest Nvidia cards, but I know my 1080 Ti ICX model doesn't work for shit in Afterburner. I have to use XOC to get the proper async fan curves.

Did you wipe Afterburner/drivers when you swapped cards? Get rid of EVERYTHING, configs, etc.

It's not normal. I have the the exact same card and i haven't altered the default fan curve, and my card is generally always in the 60's C under load. Very rarely have I seen it hit 70 C, and that's at 99% load in BF1. I also have a 144hz 1440p Gsync monitor, so it's always being pushed to the limit. Again it's like always in the 60s. I would RMA it.

Sounds stupid, but can you verify the fans are actually spinning? Maybe one isn't. Reseating and reapplying thermal paste usually fixes issues like this so if it's not the fan, there's not much else you can do.

I also reinstalled Afterburner along with my GPU drivers during my troubleshooting.

I checked the thermal mod thing using the link you posted, and my card has had it done.

This is why I'm going crazy! Is this failing to cool properly, or is this just normal behavior but on the hotter side because of my ambient temps? If it only downclocks to the base clock and no lower is that just normal for this card when the cooling situation inside the case isn't stellar? GAH, I don't know!

My 970 used to overheat with indie games and had a faulty fan issue. But i did have instances of high temperatures with badly optimized games,.

Enabling vsync whenevr it was possible helped a bit.

There is a nvidia discord server if you want to ask them more specific infos i am not a specialist, they might help you.

If it keeps being high in all games i would rma it.

80C seems quite high. My 1070 (MSI Gaming X) rarely goes over 70C and runs at overclock at just over 2GHz on the core. I play mostly at 1440p 60Hz but even with framerates between 100-150fps I don't notice temps going much higher. Not once have I seen it go up to 80C. 73C is the absolute highest it has gone on the default fan curve.

I would highly recommend returning it. EVGA are usually quite good but have had issues with these nvidia cards. I can't praise the MSI cards enough if you want a recommendation for another brand.

I'd RMA it then. Sounds like it's fubar.
 
What's your ambient temp?

That's way too hot. If it's within warranty contact EVGA. If it's out of warranty, it might be thermal paste going on the fan/heatsink system.

80c isn't dangerously hot or abnormal for a GPU under load (although at 50% load seems suspect)

And 60c shouldn't be considered low; cards idle around <50c

I'm thinking maybe the heat sink isn't making full contact withe GPU die?

I would say that's not normal. Those cards are meant to run cooler than cheaper versions of the card.

For example, I also play Overwatch on a 144hz monitor at 144fps using ASUS GTX 1070 Turbo that uses a seemingly inferior cooler compared to yours.
When in the Overwatch main menu, the GPU temperature steadily rises up to 78 degrees Celsius and stays there. The fan speed only gets to about 35% iirc while maintaining that temperature.

Wouldn't that still depend on a lot of other factors? I mean, when I was in the Philippines (where it gets really hot especially during summer), my GPU would constantly hit 90+, even reaching 100 when playing demanding games. It was a near stock, blower type 8800 though but I have a feeling that the same GPU would have done better in cooler environments.
