First you're wrong about the human eye and FPS, just repeating the tripe you've read on forums before.
Second, there is more to FPS than just what your eye can determine. FPS also determines how smooth your movements are and how fast you can react.
Play an FPS game and do a snap-180 at both 30FPS and 60FPS. If you can't tell the difference between the two you need glasses or cancellation of your sedatives.
And as far as the original topic goes, Crysis pretty much destroys everything else... including my PC if I try to run very high settings at 1920x1200.
Uncharted has some excellent bits, I particularly liked the water during the 2nd trip on the

You know, fuck this "besides Crysis" shit rule that console jockeys depend on to give their prefered console games a chance to look like more than shiny shitstains with more or less impressive grooves, I'd mention Crysis anyway. Why? Because Crysis deserves some god damned celebration. Crysis looks and plays incredible, because it's an incredible game and technical achievement. God damn what a game. It's like hooking up with this really hot chick and come to find out that she's not only hot, but great in the sack and a good cook too. It isn't about best graphics, its about technical achievement. Getting something to work on a piece of hardware that otherwise wouldn't have though possible or a visual trick of method previously thought impossible (but not necessarily). Crysis looks amazing for certain however and does qualify not for the whole but for its parts.
I certainly think Crysis is best graphics of 2007.

The games I listed are the ones I've actually played though so I was never trying to ignore the game. I haven't seen anything like the fountain (among other props) in the first level of Stranglehold getting rendered nearly into dust with physics in any game. I'd never seen the portal tech done that well before in Portal and the lighting in Halo 3 astounds me as I can actually see the bounce light color of the surface below the player effecting the player and objects in the world. Bioshocks' liquids amaze and Timeshift's shadows and shaders are crazy.
Last year I would have thrown the distinction for this to Just Cause. Awful game but very Crysis in its own right in terms of tech, shaders, lighting, environment size, etc (I'm not saying Crysis is a bad game or only as good as Just Cause as I haven't played it and don't know).

Tough call, even if you count Crysis (I'm counting it the way it would look on my computer, you elitist PC bastards).
Mass Effect looks absolutely stunning at times -- that is, when it's not puking on itself in the form of frame drops, screen tearing, and texture pop-in.
Halo 3 has some amazing lighting and textures, but the low resolution is a major letdown.
Bioshock had a great look, but I think a lot of its success was due more to art direction than technological splendor. Same goes for COD4 . . .
Uncharted was very solid on all fronts, but I don't think it was the best when it comes to any particular visual element.

Orange Box. I can sorta run Crysis on my recently-built computer. I can run those Source engine based games on one of the three PCs in my house (all varying between relatively outdated and new) and get excellent performance on each. Scalability >>> prettyness.
