Possibly. There were very few of them actually in the game, and no Bruxa which was a staple enemy and even in the damn trailer.

Xbox Collector's Edition had all 4 right at the start, but others didn't get it. Hearts of Stone had two decks, and now Blood and Wine has the other two.

Hearts of Stone physical came with the Monster and Scoia'tael decks, so this is likely the 2 other decks.
