Xbox as a brand died as soon as it started to be ruled by suits instead of creatives or people that understood videogames overall. Cloud Gaming was only available to Ultimate until last month. 80% of Gamepass subs were on Ultimate. Now Cloud Gaming is available to all Gamepass tiers (minus PC Gamepass which is marked for death).
FortNite is totally free on xCloud, no Gamepass subscription needed. As for Cloud only users, they had 4 million sign ups just for FortNite alone one month after it debuted in May 2022. The biggest request on xCloud Feedback site was ability to Buy and Stream games outside of Gamepass catalog, that's why Helldivers 2 is now on xCloud, and no other Cloud Gaming service.

Look at the Xbox One userbase, they're basically streaming Series S games without having to upgrade hardware. So they're basically trained to stream. That's why MS could get rid of online paywall and still not lose too many subs as Essential is now the base tier for Cloud Gaming.
