Cutting car keys

Car:2008 Honda accord

This is what I have. My old keys broke/cracked on the outer shell. I have the inside button device and a new outer shell, like above. But I can't figure out how to cut it. Honda is refusing. Why? I'm guessing because they want me to pay $100-$200 for a new key.

That's a crazy price and I've already done that once. After feeling like a chump, this time I've decided to buy an outer shell and try and get them to just cut it. On the phone, they refused. Said I needed a key with a Honda insignia on it. (Amazon sells this $30)

What other places can cut this type of key? Hardware store? Lowe's? Home depot?
 
The Honda dealership most likely wants you to provide car insurance/VIN numbers to prove that you're cutting keys for your own car and not some other random car that doesn't belong to you.

Reason why it may cost $100-200 is because of a microchip inside your key.

I had keys cut for my Ford at a locksmith, but I needed 2 existing keys to code a 3rd one to unlock the immobilizer
