Tamaki is not a reliable source. If Trev's was ever found to be dishonest is one thing, but we know that Tamaki is not reliable and that's certain. Best to ignore him and his hissy fits.
For Nintendo-published titles in North America I'd disagree. There's already been releases of Fates and Yokai Watch so those are two rather large releases that are done. Let's go down Trev's list, shall we?:

I cut out Nintendo Selects and the price cut as those aren't technically games. That's still a good amount of first party content from March-December. I'm not interested in every game either (I don't like Pokemon or Yokai Watch), but there should be something you like if you're into Japanese games here. Those two big budget code named games for example or the freaking Dragon Quest games or Bravely Second.
At the end of the day the 3DS is now a solid 5 years old, we weren't going to get another 2013 ever again. You're also ignoring third party releases, of which Sega has two.
Europe still has late releases Fire Emblem Fates and Yokai Watch to come, and Japan still has a good number of third-party games that may not make it overseas.
It's the Wii U lineup that is incredibly weak from Nintendo.
