RollerCoaster Tycoon World being sold in German stores, not playable before March 31

Didn't fit in the title but as the back of the box notes, it's the early access version of the game you're buying for full price here.

Basically, the timeline is:
- game went on sale in German stores yesterday/today, containing only a Steam activation key
- customers discover you can't activate the game on Steam, resulting in complaints on the Atari forums and 1-star reviews on Amazon.de
- distributor ak tronic apologized on Facebook, saying it won't be possible to activate the game before March 31
- Amazon.de stopped selling the game
 
Everything about this game has been a complete car crash. With the alpha of Planet Coaster being release it will sink like a stone.
 
Despite some of the negativity the game received, I was keen to play within the first few weeks of its release. Then I read this:

Nope. It's been in sort of a closed beta test for the past few months, hence the reviews on Steam, but they make no mention anywhere that the game will be released in early access: http://store.steampowered.com/app/282560/

I'm not even sure it'll really hit March 31, considering the last status update on Steam was published more than a month ago, ironically introducing a new community manager. For a game that's supposed to be released next week, it's awfully quiet.
 
After having played a lot of Planet Coaster now, and seeing all the feedback about RCTW... yeah. Good luck to Atari :(
 
Wait, so even by release time the game isn't finished at all?

Not really a surprise, given the game has switched studios and restarted development twice and the current studio has had less than year (I think?) to work on it.

I'm very surprised that the game is coming out now, though, even if it's just in Early Access. Atari is just hellbent on shitting this out.

It will launch in early access on March 31, if the retail box is to be believed.

Here's the translation of what it says:
This game is still in development and will be updated continually. Your purchase contains access to the Early Access edition of the game, including all free updates.
 
There was a blog post today confirming Early Access starts the 30th. Given their slow progress between their initial release plans and now, they'll allow people who have preordered to get a refund up until the end of this month, which is the day after early access.

We will be in Early Access until we all feel the game is ready to be shared with the world as a finished product. Yes, there really is much more work we want to do. This isn’t about just improving and polishing but also adding new functionalities that the game needs. As Early Access progresses our timeline for final release will become clearer.

We know this is not what some of you may have expected. Thus, we are reaffirming our refund policy – we allow refunds up to March 31st 2016 to anyone that pre-ordered the game through Atari.com or RollerCoasterTycoon.com. This gives you a day to try Early Access, no strings attached. If you pre-ordered via Steam or another retailer, they will be able to facilitate refunds as needed.
 
That's fucking shady. They're releasing a title as "Early Access" because it's been delayed so long?

Fuck Atari. They switched devs to cheaper ones and this is what they get.
 
I keep forgetting that this and Planet Coaster are two different things. Is there any reason to believe Tycoon World would be better than Planet Coaster?
