It's like a strategy-RPG in that you have points for actions for your characters to move, but whenever you actually turn to a character it turns into a semi-turnbased/semi-realtime third person shooter, where enemies seem to stay still but if you cross into their range can still have reactions (ie they'll shoot at you). The idea is, like any sRPG, to position yourself to take them out.

EDIT: I agree VotB is a much better name. Valkyria Chronicles isn't a bad name, I suppose it's meant to have this sort of epic, strange sounding name like Dragon Quest or Final Fantasy, but Journeys to the West? Ugh...
