DragonBall: TAG VS was announced in Jump last week. It's a new PSP title that seems to be based on the Budokai Tenkaichi/Sparking!/Raging Blast/Legends arena style of gameplay, rather than the 2D fighter style of the Budokai/Shin Budokai/Burst Limit/Infinite World games. It's a 2 Vs. 2 fighter, and not much else is known other than that. We don't know who's developing it. Namco Bandai is handling the publishing, and it will be released this summer in Japan. Screens can be seen in the link below.
