I don't believe Vitas are region-locked at all. I own a black one I bought in the US and imported a Cosmic Red one from Japan. All games play just fine (digital and physical).

Yes, you can select Japanese or English for each character.

Also worth pointing out that Dragon's Crown is coming up next on the PSBlog livestream

But you can only have one SEN account active on a vita memory card without formatting it. Couple that with any DLC and you've effectively have region locked memory cards :/ *has four memory card for one each of UK, US, HK, JPN*
