It's the best opportunity to announce it. A lot of retailers have been listing Oct as a release date, so the announcement has to happen soon.

I guess TGS will be the real show then.
Well, it's not uncommon for people to announce new video games at GamesCom, and Eidos is a European company that primarily sells in Europe, so it's an appropriate stage.

Soul Suspect looks awesome, can't wait to see more. Hope Thief has come together, it looked really rough at E3, at least what I saw of it.

I suspect KH3 won't be shown again for a while. If the footage we've seen is anything to go by, they likely don't even have a full vertical slice yet. The game is extremely early right now.
And KH 2.5 is more likely to show up at TGS, not D23.
I wouldn't be terribly surprised to see a full Deus Ex: HR sequel.
I can't remember if there are 3DS cartridges big enough to hold all the data for that game yet. Are there?

Thi4f is not playable yet? Game must be in more trouble then I thought based on E3 reactions.
It was playable at E3 behind closed doors and demoed by a dev in public.

Exactly. So how is it not playable at Gamescom? Every review coming out of E3 was overwhelmingly negative, so maybe they are going back to the drawing board and they don't even have anything playable anymore.
Likely rehash. They've already reshown them last month at Japan Expo too.
Well, that's just it... they can't really rework it that much anymore if they want to launch by the end of the FY...
They'll probably just ride the game out at this point.
