Ground Zeroes just isn't reason enough for me to get a PS4, and I actually haven't bought any of the games that are cross-gen yet (unless you count buying Tomb Raider a year ago, Rayman Legends at its original launch, and the free copy of Assassin's Creed IV that came with my graphics card). In light of this and Konami's own seemingly honest comparisons, Ground Zeroes looks good enough on PS3 in my opinion.
Despite Kojima mostly promoting the PS4 version at this point, it still seems to me like GZ (and Phantom Pain) was primarily developed on PS3 and 360 first, and Kojima just really liked the results when he brought the code to 8th gen. It doesn't look like THIEF, where Eidos basically destroyed the visuals to get it running on PS3. It still looks like a 7th gen game that has improved resolution and effects on 8th gen.
Also there's the $10 difference if you get the PS3 or 360 version digitally.
We'll see where the PS4's exclusive lineup sits by the time Phantom Pain comes out.
