It's standard mp3 I believe and downloads in a zip file. I was able to download it and play it from my phone with zero issue.

It's more a joke about it being a live recording of their first album. They have a few other live albums out there as well.

Edit: FYI, this album was recording during their last tour in 2013. For those familiar to their live shows, the Avatars of They also make an appearance.
 
It's sad to me that some people only know TMBG from TV shows. I love their appearance on Tiny Toons and all, but they are so overlooked by too many people. Great band.

Tiny Toons was the first play I heard them, but I didn't really know who they were at all because I was a kid and knew next to nothing about music. I rediscovered them in college and have been a massive fan since. Still, it would be awesome if more people knew how great these guys are.
 
If anyone here is a huge TMBG fan, (first concert I ever went to back in '94) I recommend this album, "fingertips" by a band called They might be gannets. It was created to flesh out the songs from "fingertips" by TMBG and is pretty cool. You can buy it here for $4.00, and no I'm not affiliated with this in anyways, I just always thought as a kid that TMBG should have made full songs out of "fingertips" and finally someone else did, and they turned out pretty cool.

I mean, it's technically number 8.

I lived in a rural area growing up so the first time I heard their songs it was on the aforementioned Tiny Toons. Didn't even know they were a real band until a year or so later when I was at college and someone played Flood while we were studying. Been a fan ever since.

Not sure how many people here know who They Might Be Giants are to begin with and are prob more aware of Tiny Toons...sad, I know. OP kind of plays with that idea too.

I'd say this album isn't even the right album to get people interested in the band to begin with, but hey its a free album too. And yes, they did a few live albums, including one for Severe Tire Damage, but this one is a play on the it being live performances from their first album.
