SE hasn't been releasing too many new HD games these days, so I would assume it's so high (particularly in the West) because their games are old and being downloaded rather than bought at retail. And Steam.

SE PC games seem to be always on a 75%+ sale, I keep getting emails informing me that, and I bought like all of them for less than a tenner in one of these sales earlier this year.

I think there's a music rights/other rights issue there, kind of similar to Crisis Core's limbo?

may be you are right, with the Disney music on it, there could be potential issues on copyrights
