Everything resolves itself beautifully, so it beats ZE there.
No loose ends.
Well, I consider it to be pretty close to 999 in terms of its structure, with multiple endings based on your choices (which tend to cut things short and leave the main mystery unsolved), and then a relatively hard-to-get true ending which wraps everything up, though I would have to agree that Steins;Gate leaves fewer loose ends for sure.
