What seals it is the Movie tie-in. Lucario was a pretty central character, considering he made it into Brawl.

Maybe it's like Ditto... except it changes to look like Trainers instead of Pokemon.

This confuses the attacking Pokemon, because they're not supposed to attack humans. A detection move like Detect or Odor Sleuth breaks the illusion, allowing you to attack again.

The design seems like it could be a female alt-evo of Riolu, ala Froslass.

He got into brawl because GF used him as the "mascot" for the 4th gen. They don't re-use "mascots".from gen to gen from what I can tell.
