I don't think that's their strategy, and I believe you're kind of missing the point.
Sure this is a new console launch, and sure they wanted a couple things with it, but at the same time their platform is just a rolling release now. It doesn't need a particular game to accompany the hardware, this is a quality of life improvement and keeping the ball rolling. It's like building a new PC, that's not some kind of event that begs brand new games, new hardware comes out and the party just keeps on rolling and software as it always does follows in its wake.
Games don't ever stop coming out, there's things to play, there's things coming to play and there will be thousands more. Hell most people haven't even cleared their PS4 and Xbox One backlogs. I'm playing Titanfall 2 and Mortal Kombat 11 right now.
I think this is not the way to grab the mass market, and that's ultimately what every platform maker is trying to do. I've dabbled in being a casual everytime my launch system either dies or is traded away. Back in the 90s, I was waiting for the N64, but the PSX grabbed my attention with their games. A staunch Nintendo head grabbed a PS1 back in 1995, and never really looked back. Street Fighter Alpha was the get for me then. After my PS2 died, I thought about grabbing another one, but went for a GC so I could try some Nintendo games I'd missed out on, like Zelda. B:G&E was also a good get with Mario Sunshine. With my PS4 traded, I didn't even think about getting an XB1. I'm switched to mobile gaming, which was becoming more popular for me even while I still had my PS4. It's a convenience thing while working at home.
Now, I'm going to get a PS5, as soon as it launches in SEA. It's really about the games. MM, DS, Sackboy, and NBA2k21. The first 3 can only be found on the PS, and the PS5 makes more sense than the PS4. The thought of getting an XSX never even crossed my mind. There are just no compelling games on it that would force a transition like from SNES to PSX, or PS2 to GC, or PS4 to mobile. I'm not difficult to please, freemium phone games have grabbed my attention. The XSX game catalog is lacking something XSX-exclusive that would make me stop and take notice. If you only look at it as a QoL bump, then you're looking only at the established XB userbase, which is already the smallest of the 3 manus. That's a recipe for repetition, and XB fans should know how the limited fanbase has as effect on the quality of the game catalog. The most next-gen games on the XSX look and play the same on the PS5. The most next-gen games on the PS5 are only available in that quality on the PS5, which makes purchasing that iteration of the brand an easy decision.
I find the GP model compelling, but at present it's lacking the kind of games that would actually trigger a purchase from me. Like most gamers, I only buy a single console at a time, so I'm going to be locked into the PS5 for the rest of the generation. I think that's why it's important to launch with some decent games, and pad out your first year, because there's the risk of losing out on those single-platform gamers who you won't be able to capture unless misfortune falls upon their machine. And now, with the proliferation of digital sales, many of those gamers will end up being tethered to the competitor's brand for years, if not generations. I'm going PS5DE, so a PS6 becomes almost a foregone conclusion. I say almost, because I did lose access to my PS4 gamer profile, which had over 40 digital games on it, and I'm not really upset about that. So there's still some potential for me to switch platforms in the future.
