If one is not enough, then use 2, it's not like cops have to personally pay for taser ammunitions and humans are not superheroes, adrenaline can help to a certain point.
And the risk of killing someone is kinda the same of the dog losing control for a millisecond and biting the throat of the suspect, dogs are not machines that never do mistakes.
