I live in an area that's shut down domestic travel, international travel, all malls and commercial centers (except pharmacies and grocery stores), all colleges/universities/schools, all beaches, religious gatherings, and have relegated restaurants to only take-out.
That's a true shutdown of economy. Not what Japan has done. They may still have widespread cases because they aren't testing, but they're doing just fine.

The idea that government might not know how to handle a scenario because it's new or there are just inept leaders or a wrong decision is made or whatever is impossible to fathom. Well this is probably the case. I think the last time I read about this they are currently estimating that 80% of transmission is from people with minimal symptoms or are completely asymptomatic. So yeah, how many order of magnitude is the actual number of infected that feel totally fine or think its just allergies or something? I dont think we will really have this answer for a few years.
