Maybe change things so a modern blue collar household doesn't have to have both parents working full time and therefore having to spend like an additional months rent on childcare just so you can afford to stay living in your home whilst bringing up said children.

I agree with this, but this alone will not fix the problem. It is multicausal problem.
In my country, women can stay home with child for 3 years after birth, getting money from government. And our birthrates have also fallen off a cliff.
