Let's use a slightly more extreme example - in RE4, Leon cannot fly. He is bound by the laws of gravity like any other human in the game.
But no one complains about this. Why?
Because the game was not designed around Leon being able to fly. Everyone realizes this. Giving Leon the ability to do so would completely break the game.
Similarly, the ability to strafe was not something the game was designed for. It was designed so that you could attack or move - one or the other. To be able to move and shoot would break the game as it is.
And you know what? That's okay. Because every game ever created, and likely every game that ever will be created, will be limited in what you can and cannot do. What's important is that the game is well-designed around the set of limitations imposed on you. RE4 is such a game.
(And for an example, look at RE4 Wii Edition. Allowing that the Wiimote makes aiming control like a dream, the game was simply not designed with the allowance that your aim could zip all over the screen in a matter of a second. The difficulty of the game is thus significantly reduced.)
