And the "No less than 2 million per territory on launch" part too.
This stuff's just getting ridiculous. It needs to change.
I doubt they'd follow the "Don't launch in 4th quarter" part though. That's pretty much the best time to launch if they want people to buy them. At least for the US.
So.. yeah.. lotteery.
But instead of not allowing pre-orders and only giving out tickets 2 hours before, allow people to get the tickets from the very start. From the moment the system is announced. It won't matter if someone comes in day one and gets a ticket or at zero hour and gets one. They'd all have the same chance.
Would it stop eBay scalping? No, but at least even the people who actually want to play the systems would have the same chance.
