ive seen a couple sites do this

during the new member registration process ask the applicant 5 questions regarding the TOS. it will make them knowledgeable about a few of the rules here and will get them familiar with the TOS. give them 3 tries to get all 5 right, if they fail they must wait a week to register using that email address.

Anyone wanting to register for the GAF must write an essay about videogames (proving that they have a grasp of the English language, and know that Halo 2 was not the only game released this year), and also give an example of what they might post in the OT.
These essays are put in a new section of the forum, and members (or a special commitee) are asked to vote on wether they should be accepted or not.
