Dark environments and moody songs is the easiest way to build emotion. You can walk around in any game during night and put on a sad song and it becomes moody. It's easy to make and highly effective.

Horror games, where you walk around and spooky things happen around you, is something even rookie game devs can put together in modern game engines, which is why there is a metric ton of new horror games every week on Steam.

I am not saying all horror games are bad or cheap, there are many great ones that have a lot of gameplay and do cool things, but in the indie space, horror games have become very generic and safe.
