You really think it is possible for them to have shipped over 1.6M copies and sold less than 1M? Especially since as pointed out just between Nov + Dec in just the US it has sold 874,000 reported by NPD:
Nov NPD was 473,000
Dec NPD was 401,000
That leaves ~126,000 between Europe + Jan of the US. I know we don't have concrete Europe numbers, but it charted the following way in just the UK:
2007 - Week 47:

That's 9 weeks (10 if you count when it dropped), with a strong opening week, and average remaining weeks. Lowball it and say 50,000 opening, + an average 10,000 remaining weeks, and you'd get the difference, without even counting the many other Europe territories it charted in.
UK sales would have to be far less than 10% of US sales for your skepticism to merit anything imo.
It's too bad we probably won't get any more numbers from NPD, but I can't imagine it doing less than 50K in January (as worst case).
Edit: Maybe my numbers for UK are too generous, a 25K + 5K average would be more "worst case", leaving you short of 50K without counting Jan from US, or any other Europe territories.
I also completely forgot about the media field day Mass Effect has been getting lately, that alone should bump the US sales by a fair amount.
