So who is the worst Star Trek captain?

Jellico was a great officer but a bad captain, strolling into a delicate situation like commander douchebag and stomping his shit down without any care to those he was upsetting. Not a good way to inspire loyalty and support from his crew. He got it done but only because the situation was dealt with before those around him had got the chance to mutiny.

That's precisely why he acted that way though. He actually said he didn't have time for that kind of stuff with the cardassian situation. Jellico did a fantastic job for what he had to do. There was zero pride too, went straight to riker when he knew that would give the mission a better chance of success.

even in his last ever appearance in the dreadful Generations he still stole the show:
