It appears to be from classic Mario artist Yoichi Kotabe, for whom there is an Iwata Asks here. The thread about this Iwata Asks is here.
Kotabe-san's current works are reasonably rare. He seems to have provided the character portraits for 3D World and as detailed in HoL's thread above, he also did some art for 3DL. I don't think he's done a lot recently for Nintendo otherwise, except maybe Nintendo's illustrations of the Wii U difference, detailed in this thread.
(In researching his art, I also came across this link, about what was likely his work on Doki Doki Panic.)
