How can they make a racing game based on Pac-Man? How many characters are there in the Pac-Man universe? Pac-Man, Ms. Pac-Man, the four ghosts (Inky, Binky, Stinky, Tinky... whatever)... and I can't think of anymore.

Think other Namco franchises, like Dig-Dug, maybe Mappy, etc...there was a picture of a Dig-Dug character in some shot I saw.

Namco probably decided to take the engine they made for Mario Kart GP and make their own console kart racer with it. Why not? It's a quick buck.
