Well of course. But so far we only know it's an Other M-styled tail. Nothing beyond that.
Given that Pyrosphere is an Other M stage, though, and Ridley truly is its hazard, it's likely he'd be the Other M-version.
If he's a hazard, I think it's pretty safe to assume he'll be Other M Ridley, but if he's a playable character (At launch or later on down the line), I'd imagine he'll be a medley of attributes from various Ridleys, just as Samus was previously.

So I'm thinking about getting a 3ds pretty much just for Smash. What would be the best option, 3ds, 3ds XL, 2ds, or wait for the new 3ds?
I don't get it.
I mean, if you're in the US/EU, you'll be waiting until next year for the new 3DS.
That said, I can't recommend the XL enough, if you're willing to pay for it. $199 smash bros edition out in like 2 weeks.

I imagine they don't want to announce the Wii U version's release date until the 3DS one has been out in all territories for about two weeks.
I don't think it necessarily follows that they have to announce a release date when the game is on track for 2014.
