It's not retroactive. Sweeping changes like this never are, with the exception of the AllowCrossRegionTradingAndGifting flag being updated to have a runtime restriction in applicable scenarios regardless of when the gift was purchased (though to be clear, it didn't affect gifts that had already been activated).

We've chosen to limit access to these features as a means of protecting our customers from those who abuse Steam for purposes such as spamming and phishing. Read more...
How do I gain access to these features?

You will need to spend at least $5.00 USD within the Steam store.

Some examples of purchases that grant access to these features are:
  • Adding the equivalent of $5 USD or more to your Steam Wallet
  • Purchasing game(s) that are equal to $5 USD or more from the Steam store
  • Adding a Steam Wallet card to your Steam account
  • Purchasing a Steam gift from the Steam store (Receiving a Steam gift from a friend doesn't count)

Each Steam purchase total will be tracked in USD. If your Steam store's currency isn't in USD, it will be tracked and converted to USD automatically using daily exchange rates.

What features are unavailable to me?

Limited users are prevented from accessing several features on Steam, including but not limited to:

  • Sending friend invites
  • Opening group chat
  • Voting on Greenlight, Steam Reviews and Workshop items
  • Participating in the Steam Market
  • Posting frequently in the Steam Discussions
  • Gaining Steam Profile Levels and Trading Cards
  • Submitting content on the Steam Workshop
  • Posting in an item's Steam Workshop Discussions
  • Accessing the Steam Web API
  • Using browser and mobile chat

What will not grant me access to the above features?

The below actions will not remove limited user restrictions:

  • Activating a retail game on Steam
  • Playing free demos
  • Adding a non-Steam game as a shortcut
  • Adding/playing promotional trials like Free Weekends
  • Free to Play games (Examples: Alien Swarm, free versions of Portal and Team Fortress 2)
  • Activating promotional CD Keys from hardware or graphic card manufacturers

I received my game(s) as a gift, will I gain access to all features?

No, games that have been received as a gift or via Steam Trading are not eligible.

What if a purchase is refunded to my bank or my purchase is disputed/chargeback?

If a purchase amount is returned to your bank, the amount will be subtracted from your account's total purchase value. If the refund or dispute amount brings your account's total purchase value below $5 USD, then your account will lose access to these features.

For example, if you purchase a game for $5 USD, your account will gain access to these Community features. If you open a dispute with your bank, these funds will be returned to the bank and you will lose access to these features because Steam never received the funds.

What if a purchase is refunded to my Steam Wallet?

Refunds credited to your Steam Wallet, such as pre-order refunds, do not modify access to these Steam Community features.

What if my Steam store currency isn't in USD?

If the Steam store isn't in USD, we will track the purchase amount in USD by converting each purchase total made on Steam using daily exchange rates. Once you have made the equivalent of $5.00 USD or more in total Steam purchases, you will gain access to the restricted Steam features.

What will this hopefully do? Well for one maybe you won't receive a billion friend requests from [unassigned] everyday.

Thank god, I hate getting friend requests every day from spambots. Personally, I think it should be $10 or above but I'm glad Valve is doing something about all those accounts.

Friend requests are annoying but that really sucks for people who sign up for Steam to play TF2 or Dota or whatever and find that they have to pay money to unlock basic features...

I know a few people who basically just use their steam accounts to talk to friends or play free games so this is kind of annoying. I know I didn't spend a cent on steam for the first 6 months or so of my joining but I used those features all the time.

Hasn't this been around for awhile now? I remember I couldn't add a friend a few years ago because he hadn't purchased anything on steam.
 
Pretty unreasonable. I have a Steam account purely for TF2, which I got for free. I have no other interest in Steam and will never buy a game.

Now I can't add people if I decide to play it again.

So why not just do this to new accounts instead of old ones?

There are already tons of active spambot accounts. I get spammed by a new one a few times a week.

I personally think that $5 USD seems a little low, but it is a good starting point and should at least limit the spam.

I think I spent at least $5... Most of my games are from Kickstarter, or from a friend who had a ton of Stream credit to blow through and sent me some stuff.

Guess I should buy something...
 
Good, sick of the spambot friend requests. First and last time I accepted one, got a message in broken English about trading TF2 and DOTA shit.
 
Ever since a couple months ago I've gotten quite a few random friend requests which I found odd considering I only play single player games.

Maybe this will stop that.
 
Good, I had so many bots adding me lately. I hope this will keep new ones away. Sucks for people who play f2p/gifted games but sometimes you just have to take drastic measures.

Making the best out of a bad situation I think.

$5 isn't much but it's enough to stop a lot of spam and phishing attempts. Literally just got one today trying to have me to to a website that looks similar to steam and sign in with my credentials.

I'm usually overly critical of Steam but I don't see any big downsides to this. If you have an account you use to play free to play games just throw 5 dollars into it, or buy something like the Compendium for the Invitational when it comes around if you're big into DoTA.
 
Couldn't they reactivative it though for people with over X hours on games, for example? I've clocked about 800 hours in Steam (mostly in TF2, but also in games I got as a gift like L4D, Portal) or through Keys, but I've never spent anything.

All in all, it's a good move, but it may hurt some old-time users, which isn't all that great.

I suppose I can safely trash those strange lingering friend requests then, that's cool.

Hope they have a way of not screwing over legit F2P players though.
