Devs control everything in their game and if they didn't think this animation fit with R. Mika's character then it would be removed and replaced.
Why is it still there but just hidden? It's obvious that this is self censorship.
Saying that things change during game development and that that's all this is is disingenuous. When's the last time you played a game where a dev thought a level wasn't all that good but still had you play it but just kinda moved the camera way so you couldn't see everything?
Do you have any idea how many things get cut from a game (for whatever reason) and are left in? Actually taking things out is a bitch, you usually just hide it in one way or another, especially in a beta build. The last game I made has a few instances of exactly what you describe. Sometimes extracting something from the code isn't worth it. It's just another way to introduce bugs and we already have enough of those to squash.
Here, things are reliant on timing with the animation. They might just leave it as is. They might get around to making a new animation. They might replace it with something that you think is way better. Who knows? It's not obviously censorship because nothing is obvious.
